12. In his opening statement, the Director of the Regional Bureau for Africa gave an overview of the main regional developments, drawing attention to some encouraging trends, such as the decrease over the past decade of total numbers of refugees, mainly through voluntary repatriations.

6. The Director of the Regional Bureau for Africa underscored that emergencies were the defining feature of the Africa refugee operations, drawing the majority of the Bureau's resources and detracting from work on protracted situations and durable solutions.

The Director of the Regional Bureau for Africa highlighted a number of key operational challenges over the past year which required UNHCR to scale up its emergency response at very short notice and re-direct resources, and updated the Committee on progress being made with respect to comprehensive durable solutions.
