ويدلل ذلك على اﻷهمية السياسية العالية لهذه الاتفاقية، على شاكلة اتفاقيتي تغير المناخ والتنوع البيولوجي، باعتبارها إسهاما له شأنه في تدعيم الشراكة الخلاقة ما بين البلدان المتقدمة النمو وتلك المتضررة من التصحر والجفاف - تلك الظاهرة المزدوجة التي عرفها مؤتمر اﻷمم المتحدة المعني بالبيئة والتنمية حق التعريف بأنها ذات طابع بيئي عالمي.
