In applying the law, Israel has an obligation under article 26 of the Covenant to ensure that " all persons are equal before the law and are entitled without any discrimination to the equal protection of the law " .

٧- وقد أصدرت ٣٤ دولة، عند تصديقها على العهد الدولي الخاص بالحقوق المدنية والسياسية أو بعد ذلك، اﻹعلان المنصوص عليه في المادة ١٤ من العهد، واعترفت فيه باختصاص اللجنة المعنية بحقوق اﻹنسان المنشأة بمقتضى المادة ٨٢ من العهد بأن تتلقى وتدرس الرسائل التي تفيد بأن إحدى الدول اﻷطراف تدعي أن دولة طرفا أخرى لا تفي بالالتزامات المترتبة عليها بموجب العهد.
