Article 4 contains provisions obliging States parties to adopt legislation to criminalize and punish the dissemination of ideas based on racial superiority or hatred, incitement to racial discrimination, acts of violence against any race or groups of persons of another colour or ethnic origin, and incitement to such acts.

On the other hand, article 4 of the Convention provides that States parties are to " declare an offence punishable by law all dissemination of ideas based on racial superiority or hatred incitement to racial discrimination. "

31. In addition, article 4 of the International Convention on the Elimination of All Forms of Racial Discrimination stipulates that States parties shall declare all dissemination of ideas based on racial superiority or hatred and incitement to racial discrimination an offence punishable by law.

"
