وإذ يشدد على ضرورة أن تنظر الدول في السبل الممكنة لمساعدة البحارة الذين يقعون ضحية للقراصنة، ويرحب في هذا الصدد بالجهود المبذولة حاليا في إطار فريق الاتصال المعني بالقرصنة قبالة سواحل الصومال والمنظمة البحرية الدولية بشأن وضع إرشادات لرعاية الملاحين والأشخاص الآخرين الذين يتعرضون لأعمال القرصنة،

4 - يلاحظ أن بعض المسائل التي تؤثر على حماية المدنيين في المنازعات المسلحة يمكن أيضا معالجتها بشكل فعال على الصعيد الإقليمي ويرحب في هذا الصدد بأن بعض الدول والمنظمات الإقليمية أخذت تلجأ بشكل متزايد، ضمن حدود ولاياتها، إلى اتخاذ تدابير لتلبية هذه الاهتمامات واهتمامات أخرى ذات صلة؛

Appreciates the responsiveness of UNDP to the request for consistency and clarity, and welcomes in this regard the streamlining of the goals and service lines, resulting in an improved MYFF, 2004-2007, which enables UNDP to respond to the needs of programming countries in a flexible manner;

it welcomes in this regard the determination of the United Nations to continue its operation in Iraq to fulfil its mandate in the service of the Iraqi people, and will not be intimidated by such attacks.
