إذ تحيط علما مع الاهتمام بالبيانات التي أدلى بها رئيس وزراء الإقليم، وبالمعلومات التي قدمها بشأن الحالة السياسية والاقتصادية في مونتسيرات، أمام الحلقة الدراسية الإقليمية لمنطقة البحر الكاريبـي التي عقدت في ذي فالي بأنغيلا، في الفترة من 20 إلى 22 أيار/مايو 2003،

Mindful also that, by holding a Caribbean regional seminar at The Valley, Anguilla, from 20 to 22 May 2003, it was able to hear the views of the representatives of the Territories and Member States as well as organizations and experts in the region, in order to review the political, economic and social conditions in the Territories,
وإذ تضع في اعتبارها أيضا أن عقد حلقة دراسية إقليمية لمنطقة البحر الكاريبي في " ذي فالي " (The Valley)، في أنغيلا، من 20 إلى 22 أيار/مايو 2003، قد سمح لها بالاستماع إلى آراء ممثلي الأقاليم والدول الأعضاء، وكذلك إلى آراء المنظمات والخبراء في تلك المنطقة، بهدف استعراض الأحوال السياسية والاقتصادية والاجتماعية في الأقاليم،

Having met from 20 to 22 May 2003 at The Valley, Anguilla, for the purpose of assessing the situation in the Non-Self-Governing Territories, with particular emphasis on the Caribbean region and Bermuda and the constitutional evolution of those Territories towards self-determination, in order to facilitate the development by the Special Committee of a constructive programme of work on a case-by-case basis for the Non-Self-Governing Territories,
