Most offences against children are considered private crimes and authorities cannot intervene without a complaint having been filed by the child or the parents.
وتعتبر معظم الجرائم التي تُرتكب ضد اﻷطفال جرائم خاصة ولا تستطيع السلطات التدخل دون قيام الطفل أو الوالدين بتقديم شكوى.

If travel to the duty station by the child is not possible, return travel by the staff member or spouse may be authorized in lieu of travel by the child, under conditions established by the Secretary-General.
وإذا تعذر سفر الولد من المؤسسة التعليمية إلى مركز العمل، يجوز الإذن للموظف أو زوجه برحلة ذهاب وإياب بديلا عن سفر الولد، وفقا للشروط التي يضعها الأمين العام.

وحتى لو لم تستبعد اللجنة أن يواصل المحامي الذي مثَّل الطفل في الإجراءات الداخلية تمثيل ادعاءات الطفل أمامها، فإنها لاحظت أن صاحب البلاغ اعترف بأنه لم يكن مفوضاً من الطفل أو من وصيه القانوني أو من أبويه بالتصرف.

37. The Committee recommends that the State party, in accordance with article 12 of the Convention and taking into account general comment No. 12 (2009) on the right of the child to be heard, ensure that the right to a hearing in all proceedings concerning a child is respected, even without previous request by the child.
37- توصي اللجنة الدولة الطرف بأن تضمن، وفقاً للمادة 12 من الاتفاقية ومراعاة للتعليق العام رقم 12(2009) بشأن حق الطفل في الاستماع إليه، احترام حق الطفل في عقد جلسة استماع في إطار جميع الإجراءات القانونية المتعلقة بالطفل، حتى بدون طلب مسبق من الطفل بذلك.

If these preconditions are met, there is a compelling duty to provide maintenance from the father, in exactly the same way as with all other statutorily governed maintenance claims targeting him by the child and the mother.
