Amongst these initiatives, we believe that the early entry into force of the Comprehensive Nuclear-Test-Ban Treaty (CTBT), the negotiation and conclusion of a fissile material cut-off treaty and measures to de-alert and deactivate nuclear weapons are the most urgent items on the nuclear disarmament agenda.

16 - واعتبرت دول عديدة أن الخطوات الرامية إلى إلغاء الاستهداف أو حالة التأهب أو الحد من عدد الأسلحة النووية ليست بديلا عن إزالتها تماما.
