The bleak picture outlined in my earlier reports on the financial situation of the Organization will be eased by the matter described in the preceding paragraph, but it has not fundamentally changed.

1. The financial situation of the United Nations, described in my earlier reports (A/50/666 and Add.1 and 2), remains extremely precarious.

As indicated in my earlier reports, this timetable underestimated the delays and obstacles involved in ensuring that combatants are fully prepared to participate in the disarmament and demobilization process and in deploying the personnel and equipment necessary to carry out this complex process.

8. Humanitarian assistance to the local population, especially on the part of the national battalions, has also been an important contribution, examples of which have been cited in my earlier reports.

As indicated in my earlier reports (see also S/26090 of 16 July 1993), these include especially de-mining, economic rehabilitation and human rights.

As underlined in my earlier reports to the Council, the continued presence and deployment of Eritrean Defence Forces and heavy military equipment inside the Zone constitute direct violations of the Algiers Agreement on Cessation of Hostilities of 18 June 2000.

10. As was noted in my earlier reports to the Security Council, the demobilization of government and RENAMO troops was substantially concluded by 22 August 1994, and completion of the process was formally declared by the CSC shortly thereafter.
٠١ - كما سبق أن أشرت في تقاريري السابقة إلى مجلس اﻷمن، أنجِز جزء كبير من عملية تسريح القوات الحكومية والقوات التابعة لحركة المقاومة الوطنية الموزامبيقية )رينامو( في ٢٢ آب/أغسطس ١٩٩٤، وبعد ذلك بوقت وجيز أعلنت رسميا لجنة الاشراف والمراقبة انتهاء هذه العملية.

The report builds on my earlier reports on peacebuilding in the aftermath of conflict (A/63/881-S/2009/304, A/64/866-S/2010/386 and A/67/499-S/2012/746) as well as on women's participation in peacebuilding (A/65/354-S/2010/466) and reflects on the elements contained in the aforementioned statement of the President.

As at 30 November 1998, a total of 53 States listed in my earlier reports (S/1998/608, S/1998/712, S/1998/834, S/1998/912 and S/1998/1068) had reported to the Committee, in accordance with paragraph 12 of resolution 1160 (1998), on the steps they had taken to give effect to the prohibitions imposed by that resolution.

11. In my earlier reports, I stated that the Security Council in resolution 1559 (2004) placed central emphasis on the sovereignty, territorial integrity, unity and political independence of Lebanon under the sole and exclusive authority of the Government of Lebanon throughout Lebanon, and that I assigned this matter the highest priority in my efforts to assist with the implementation of the resolution.
11 - لقد ذكرتُ، في تقاريري السابقة أن قرار مجلس الأمن 1559 (2004) يركز تركيزا جوهريا على سيادة لبنان وسلامة أراضيه ووحدته واستقلاله السياسي تحت السلطة الوحيدة والحصرية للحكومة اللبنانية في جميع أنحاء لبنان. وأنني أعطيت هذه المسألة أولوية عليا في جهودي الرامية إلى المساعدة على تنفيذ هذا القرار.

2. As of 31 October 1998, in addition to the 53 States listed in my earlier reports (S/1998/608, S/1998/712, S/1998/834 and S/1998/912), Israel reported to the Security Council Committee established pursuant to resolution 1160 (1998), in accordance with paragraph 12 of that resolution, on steps taken to give effect to the prohibitions imposed by the resolution.

As at 2 October 1998, a total of 51 States, listed in my earlier reports (S/1998/608, S/1998/712 and S/1998/834), as well as Ireland and the Russian Federation, had reported to the Committee established pursuant to paragraph 9 of Security Council resolution 1160 (1998), in accordance with paragraph 12 of that resolution, on the steps they had taken to give effect to the prohibitions imposed by the same resolution.

In addition, the overall climate of inter-ethnic relations has been negatively affected by the imprisonment of the ethnic Albanian Mayor of Gostivar, Mr. Rufi Osmani (see my earlier reports S/1997/631, para. 16, and S/1997/911, para. 20).
