(e) “Illicit trafficking”: Some delegations, including the delegations of Pakistan, Qatar, the Sudan and the Syrian Arab Republic, expressed concern that the definition of “illicit trafficking” might violate the principle of the Charter of the United Nations regarding respect for equal rights and the self-determination of peoples and the inherent right of individual or collective self-defence if an armed attack occurs.
