٦٥١- إن رأي اللجنة أن الشروع في اتخاذ وتنفيذ تدابير تشتد إليها الحاجة في مجال العدالة الاجتماعية، أي الاصلاحات السياسية والاقتصادية والاجتماعية، يعد أمراً ضرورياً للخروج من الحلقة المفرغة المتمثلة بالعنف والعنف المضاد، واكتساب تأييد السكان اﻷصليين، والفلاحين وغيرهم من القطاعات المحرومة في مجتمع بيرو.

In this connection, the Permanent Mission of Peru would be grateful if the Office of the High Commissioner for Human Rights would have the text of the law establishing the Commission (Supreme Decree No. 65-2001-PCM), attached to this note*, distributed as an official document of the fifty-eighth session, representing a decisive step towards the full implementation of human rights in Peruvian society.
وفي هذا الصدد، تكون البعثة الدائمة لبيرو ممتنة لو تفضلت مفوضية الأمم المتحدة السامية لحقوق الإنسان بتوزيع نص القانون المنشئ للجنة (المرسوم الأعلى رقم 65-2001-PCM) المرفق بهذه المذكرة*، كوثيقة رسمية من وثائق الدورة الثامنة والخمسين، وهو قانون يشكل خطوة حاسمة الأهمية في اتجاه الإعمال التام لحقوق الإنسان في مجتمع بيرو.
