[1. Aggression means an act committed by an individual who, as leader or organizer, is involved in the use of armed force by a State against the territorial integrity or political independence of another State, or in any other manner inconsistent with the Charter of the United Nations.]
]١ - يعني العدوان أي عمل يقوم به أي فرد يشارك، بصفته قائدا أو منظما، في استعمال دولة ما للقوة المسلحة ضد سلامة أراضي دولة أخرى أو استقلالها السياسي أو بأي صورة أخرى تتنافى مع ميثاق اﻷمم المتحدة.[

Thus, if a wrongdoing State was inflicting extreme economic or political coercion which endangered another State's territorial integrity or political independence - such as the imposition of economic sanctions that prevented the import of essential civilian goods - that other State might not undertake comparable countermeasures in an effort to end the coercion.
وهكذا، فإنه إذا قامت الدولة المرتبكة للجرم بعمل من أعمال اﻹكراه الاقتصادي أو السياسي المسرف الذي يعرض للخطر السلامة اﻹقليمية لدولة أخرى أو استقلالها السياسي - مثل فرض جزاءات اقتصادية تحول دون استيراد السلع المدنية اﻷساسية - لا يجوز للدولة اﻷخرى أن تتخذ تدابير مضادة مشابهة لكي تنهي هذا اﻹكراه.

Abstention from the threat or use of force against the territorial integrity or political independence of any State or in any other manner incompatible with the goals of peace;
- الامتناع عن التهديد باستعمال القوة أو استخدامها ضد سلامة أراضي أية دولة أو استقلالها السياسي أو على أي وجه آخر لا يتفق ومقاصد السلام.

The remark was made in this connection that even if it were accepted that a State which committed a crime incurred criminal responsibility, the penalties should be in keeping with the nature of that collective entity known as the State: it was inconceivable that the consequences of a crime should jeopardize the territorial integrity or political independence of the State which had committed the crime.

٤٧ - وتعمد الدول أحياناً، توخياً لتقليل أو إزالة خطر الهجوم غير المشروع، إلى التنويه بأنها تمتلك اسلحة نووية معينة بقصد الاستخدام في الدفاع عن النفس ضد أي دولة تنتهك سلامة أراضيها أو استقلالها السياسي.

25.2 The Ministers reiterated the basic principle of the UN Charter that all States shall refrain in their international relations from the threat or use of force against the territorial integrity or political independence of any State, or in any other manner inconsistent with the purposes of the UN.
