Many factors that affect the level of engagement of the health sector in the implementation of the Strategic Approach appear to stem from a lack of a common language, appreciation of mutual gains and shared ownership of priority issues in sound chemicals management.

The secretariat, in consultation with WHO, should prepare a formal report on progress in strengthening health sector engagement in implementation of the Strategic Approach for consideration at sessions of the Conference, commencing at its fourth session. Mindful of the importance of the health sector and its roles and responsibilities in helping to achieve sound chemicals management, the Conference adopted resolution III/4, on the strategy for strengthening the engagement of the health sector in the implementation of the Strategic Approach.

In preparation for the third session of the Conference, the Open-ended Working Group was requested to consider whether specific targets and indicators of progress for the engagement of the health sector in the implementation of the Strategic Approach and an action plan for the intersessional period between sessions of the Conference should be developed.

In its resolution II/8, the International Conference on Chemicals Management requested the Strategic Approach secretariat to develop, in consultation with the World Health Organization (WHO) and within available resources, a strategy for strengthening the engagement of the health sector in the implementation of the Strategic Approach.
طلب المؤتمر الدولي المعني بإدارة المواد الكيميائية في قراره 2/8 إلى أمانة النهج الاستراتيجي القيام من خلال التشاور مع منظمة الصحة العالمية وفي حدود الموارد المتاحة، بتطوير استراتيجية لتعزيز إشراك القطاع الصحي في تنفيذ النهج الاستراتيجي.

Introducing the item, the representative of the secretariat recalled that the proposed strategy for strengthening the engagement of the health sector in the implementation of the Strategic Approach had been developed for consideration by the Conference at the current session by the secretariat, in consultation with WHO, at the invitation of the Conference in its resolution II/8.

26. The principal aim of the strategy is to provide an agreed intergovernmental approach to strengthening the engagement of the health sector in the sound management of chemicals and thereby increase the likelihood that, by 2020, chemicals will be used and produced in ways that lead to the minimization of significant adverse effects on human health and the environment.
28 - الهدف الرئيسي للاستراتيجية هو توفير نهج حكومي دولي متفق عليه لتعزيز إشراك القطاع الصحي في الإدارة السليمة للمواد الكيميائية وبذلك يمكن زيادة احتمالات أن تُستَخدم وتُنتَج المواد الكيميائية بحلول 2020 بطرق تؤدي إلى تدنية الآثار السلبية الكبيرة التي تقع على صحة البشر والبيئة.

9. Invites the Strategic Approach secretariat to develop in consultation with the World Health Organization and within available resources a strategy for strengthening the engagement of the health sector in the implementation of the Strategic Approach during the intersessional period for consideration at the third session of the Conference;
9 - يدعو أمانة النهج الاستراتيجي لأن تطور بالتشاور مع منظمة الصحة العالمية وفي حدود الموارد المتاحة، إستراتيجية لتعزيز إشراك القطاع الصحي في تنفيذ النهج الاستراتيجي أثناء الفترة الواقعة بين الدورات لبحثها أثناء الدورة الثالثة للمؤتمر؛

The Conference then adopted resolution III/4, on a strategy to strengthen the engagement of the health sector in the implementation of the Strategic Approach, as orally amended (see annex I). The health sector strategy as adopted is set out in annex V to the present report.
