Concerned that the illegal exploitation and mismanagement of the natural resources continued with the involvement of foreign companies, CESCR recommended that the Government review all mining contracts and repeal any that are detrimental to the Congolese people; adopt measures to control the export of minerals and impose drastic sanctions on those involved in the illicit trade of natural resources.

By subparagraph 4 (f) of resolution 1857 (2008), the Council decided that the assets freeze and travel ban would also apply to individuals obstructing the access to or the distribution of humanitarian assistance in the eastern Democratic Republic of the Congo, as well as individuals or entities supporting the illegal armed groups in the eastern Democratic Republic of the Congo through the illicit trade of natural resources.

240. The Panel recommends that the Security Council consider establishing a permanent mechanism that would investigate the illicit trafficking of natural resources in armed conflicts so as to monitor the cases which are already subject to the investigation of other panels, such as those of Angola, the Democratic Republic of the Congo and Sierra Leone.

8. 69. Two high-profile investigations have drawn renewed attention to the role of regional and international networks involved in the illicit trade in natural resources from the Democratic Republic of the Congo.

12 - أشجع مجلس الأمن على مواصلة بحث الصلات بين التجارة غير المشروعة في الموارد الطبيعية وإدارة رحى الحروب وأحث الدول الأعضاء والمنظمات الإقليمية على اتخاذ التدابير المناسبة ضد من يشارك، من الأطراف الفاعلة من الشركات والأفراد والكيانات، في الاتجار غير المشروع بالموارد الطبيعية والأسلحة الصغيرة التي قد تتسبب في زيادة تأجيج الصراعات.
