64. The court's jurisdiction should be limited to the most serious crimes, as set forth in article 20 of the draft statute, with the exception of offences established in treaties dealing with terrorism and drug trafficking, which could be handled by national courts, and the crime of aggression.
٤٦ - وأضافت أنه ينبغي أن تكــون ولايــة المحكمة مقتصــرة على أكثــر الجرائـم خطـورة، كما نصت المادة ٠٢ من مشروع النظام اﻷساسي، باستثناء الجرائم المقررة في المعاهدات التي تتناول اﻹرهاب والاتجار في المخدرات، التي يمكن للمحاكم الوطنية أن تفصل فيها، وجريمة العدوان.

27- وذكرت ليتوانيا أن قانونها الداخلي يشترط ضلوع جماعة إجرامية لأغراض الجرائم المقررة في الفقرة 1 (أ) `1` من المادة 5، ويغطي جميع الجرائم الخطيرة التي تضلع فيها جماعات إجرامية منظمة، ولكنه لا يشترط إتيان فعل يساعد على تنفيذ الاتفاق لأغراض الجرائم المقررة وفقا للفقرة 1 (أ) `1` من المادة 5.

3. States Parties shall cooperate closely in preventing and controlling the offences established in article(s) [...] [alternatively: the offences covered by this Convention].

1. Each State Party shall, to the extent necessary, initiate, develop or improve a specific training programme for its law enforcement personnel, including prosecutors, investigating magistrates and customs personnel, and other personnel charged with the prevention and control of the offences covered by this Convention.
١- يتعين على كل دولة طرف أن تعمل، قدر الضرورة، على إنشاء أو تطوير أو تحسين برنامج تدريب خاص للعاملين في أجهزتها المعنية بانفاذ القانون، بمن فيهم أعضاء النيابة العامة وقضاة التحقيق وموظفو الجمارك وغيرهم من العاملين المكلفين بمنع ومراقبة الجرائم المقررة في هذه الاتفاقية.
