52. On the question of performance reports, he said that UNOSOM II had been one of the most complex operations, in terms not only of logistics, but also of human resources and finances.
٥٢ - وبشأن موضوع تقارير اﻷداء قال إن العملية الثانية في الصومال كانت من أعقد العمليات ليس فقــط مــن حيث السوقيات وأنما أيضا من حيث الموارد البشرية والشؤون المالية.

Expressing deep concern about the loss of the United Nations assets and the theft of 3.9 million United States dollars from the Operation in Somalia II and the absence of any detailed formal report in writing on this matter to date on the part of the Secretariat,
وإذ تعرب عن بالغ القلق إزاء ضياع ممتلكات اﻷمم المتحدة وسرقة ٣,٩ من ملايين دولارات الولايات المتحدة من العملية الثانية في الصومال وعدم وجود أي تقرير رسمي تفصيلي مكتوب عن هذه المسألة حتى اﻵن من جانب اﻷمانة العامة،

5. Expresses concern at the slow progress in the reimbursement to Member States for the use of contingent-owned and other equipment, and urges the Secretary-General to enhance his efforts in this regard in view of the imminent closure of the Operation in Somalia II;
٥ - تعرب عن قلقها إزاء بطء سير عملية تسديد التكاليف إلى الدول اﻷعضاء عن استخدام المعدات المملوكة للوحدات والمعدات اﻷخرى، وتحث اﻷمين العام على زيادة جهوده في هذا الصدد نظرا إلى أن إنهاء العملية الثانية في الصومال أصبح وشيكا؛

3. Expresses deep concern about the adverse effect that the deteriorating financial situation has on reimbursement to troop contributors, placing an additional burden on these countries and putting at risk the continuing supply of troops to the Operation in Somalia II and, consequently, the effective implementation of its mandate;
٣ - تعرب عن بالغ القلق إزاء اﻷثر السلبي الذي تخلفه الحالة المالية المتدهورة على سداد التكاليف للبلدان المساهمة بقوات، مما يلقي عبئا اضافيا على كاهل هذه البلدان ويعرض للخطر استمرار تزويد العملية الثانية في الصومال بقوات، ويعرض للخطر بالتالي تنفيذ ولايتها بفعالية؛

21. Requests the Secretary-General to submit budget proposals, including revised estimates for the period the Security Council might decide to continue the mandate of the Operation in Somalia II beyond 31 May 1994, no later than 15 July 1994;
٢١ - تطلب الى اﻷمين العام أن يقدم في موعد لا يتجاوز ١٥ تموز/يوليه ١٩٩٤ مقترحات الميزانية شاملة التقديرات المنقحة للفترة التي يكون مجلس اﻷمن قد قرر أن تستمر فيها ولاية العملية الثانية في الصومال الى ما بعد ٣١ أيار/مايو ١٩٩٤؛

17. Invites voluntary contributions to the Operation in Somalia II in cash and in the form of services and supplies acceptable to the Secretary-General, to be administered, as appropriate, in accordance with the procedure established by the General Assembly in its resolutions 43/230 of 21 December 1988, 44/192 A of 21 December 1989 and 45/258 of 3 May 1991;
١٧ - تدعو إلى تقديم تبرعات إلى العملية الثانية في الصومال نقدا وفي شكل خدمات ولوازم تكون مقبولة لدى اﻷمين العام، وتدار، حسب الاقتضاء، وفقا لﻹجراء الذي حددته الجمعية العامة في قراراتها ٤٣/٢٣٠ المؤرخ ٢١ كانون اﻷول/ديسمبر ١٩٨٨، و ٤٤/١٩٢ ألف المؤرخ ٢١ كانون اﻷول/ديسـمبر ١٩٨٩، و٤٥/٢٥٨ المؤرخ ٣ أيار/مايو ١٩٩١؛

11. Requests the Secretary-General to take all necessary action to ensure that the Operation in Somalia II is administered with a maximum of efficiency and economy and, in particular, to implement fully economy, financial and efficiency measures to be approved during the resumed forty-eighth session but no later than 1 May 1994, and to report on the implementation of such measures in the context of the performance report relevant to the period;
١١ - تطلب الى اﻷمين العام أن يتخذ جميع الاجراءات الضرورية التي تكفل إدارة العملية الثانية في الصومال بأقصى قدر من الكفاءة والاقتصاد، ولاسيما التنفيذ التام للتدابير الاقتصادية والمالية وتدابير الكفاءة التي سيوافق عليها في أثناء الدورة الثامنة واﻷربعين المستأنفة وفي موعد لا يتجاوز ١ أيار/مايو ١٩٩٤، وأن يقدم تقريرا عن تنفيذ تلك التدابير في سياق تقرير اﻷداء ذي الصلة بهذه الفترة؛

(e) A decision to take note of the preliminary report on the disposition of the assets of UNOSOM II (see sect. V above) and approve the donation of assets to Somali district and regional councils.
)ﻫ( اتخاذ قرار بالاحاطة علما بالتقرير المبدئي المتصل بالتصرف في موجودات العملية الثانية في الصومال )انظر الفرع الخامس أعلاه(، والموافقة على إهداء موجودات إلى مجالس المناطق واﻷقاليم.

By the same resolution, the General Assembly also requested the Secretary-General, inter alia, to submit as soon as possible detailed cost estimates for UNOSOM II for the entire mandate period through 31 October 1993.
١٢ - وفي نفس القرار، طلبت الجمعية العامة أيضا الى اﻷمين العام، في جملة أمور، أن يقدم في أسرع وقت ممكن تقديرات تفصيلية لتكاليف العملية الثانية في الصومال لكامل فترة ولايتها حتى ٣١ تشرين اﻷول/اكتوبر ١٩٩٣.

63. Mr. TAKASU (Controller) said that, in the Secretariat's view, there was no impediment to action being taken on the draft decision at the current meeting, since, in the case of UNOSOM II, the financial aspects of the extra work to be carried out by the Board of Auditors would be reflected in the budget.
٦٣ - السيد تاكاسو )المراقب المالي(: قال إنه لا توجد، في رأي اﻷمانة العامة، أية عوائق أمام اتخاذ إجراء بشأن مشروع المقرر في الجلسة الحالية، حيث أنه في حالة العملية الثانية في الصومال ستنعكس الجوانب المالية لﻷعمال اﻹضافية التي سيقوم بها مجلس مراجعي الحسابات في الميزانية.
