The Optional Protocol to the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment indicates that members should have proven professional experience in the field of the administration of justice, in particular criminal law, prison or police administration, or in the various fields relevant to persons deprived of their liberty (art. 5, para. 2).

The Committee is concerned that no investigation seems to have been initiated with respect to treatment of persons with disability in institutions amounting to torture or inhuman or degrading treatment (arts. 2, 12, 13 and 16).
وتعرب اللجنة عن قلقها لأنه لم يجر أي تحقيق، على ما يبدو، في القضايا المتصلة بمعاملة الأشخاص ذوي الإعاقة معاملة تعدّ تعذيباً أو غيره من ضروب المعاملة اللاإنسانية أو المهينة في المؤسسات (المواد 2 و12 و13 و16).

3- يُختار الأعضاء من بين الشخصيات التي تتمتع بخلق رفيع وخبرة مهنية مشهودة في ميدان الممارسة القانونية وإقامة العدل، وخاصة في القانون الجنائي أو إدارة السجون أو الشرطة أو في شتى الميادين الطبية المتصلة بمعاملة الأشخاص المحرومين من حريتهم أو في ميدان حقوق الانسان.

The Committee considers that the powers of independent inspection mechanisms set out in rule 45 should also include access to all information on the numbers of both persons deprived of their liberty and places of detention, including locations, and to all information relevant to the treatment of persons deprived of their liberty, including the conditions of detention and which persons deprived of their liberty should be interviewed.
