In accordance with article 2, paragraph 3 (a), of the Covenant, the State party is under an obligation to provide the authors with an effective remedy, to conduct a thorough, in-depth investigation of their allegations; to prosecute those responsible for the violations committed against the authors; and to grant the authors appropriate redress, including compensation.

The Special Rapporteur on the question of torture was concerned about the lack of cooperation by members of the armed forces regarding investigations dealing with human rights violations by members of the military, particularly in providing information to identify those responsible for violations that occurred during the period covered by the TRC report (19802000).
