The European Court of Human Rights had found Turkey guilty of violations of the European Convention on Human Rights, and the Turkish local administration had imposed a series of restrictions on the United Nations Peacekeeping Force in Cyprus (UNFICYP) which seriously affected its capacity to pursue its mandate.
وقد قضت المحكمة الأوروبية لحقوق الإنسان بإدانة تركيا بارتكاب انتهاكات للاتفاقية الأوروبية لحقوق الإنسان، كما أن الإدارة المحلية التركية تفرض سلسلة من القيود على قوة الأمم المتحدة لحفظ السلام في قبرص الأمر الذي ينال بشدة من قدرتها على القيام بولايتها.

29. The proposed budget for the maintenance of UNFICYP for the period from 1 July 1998 to 30 June 1999 is currently under consideration by the General Assembly.
