On 6 November 1995, Mr. Rabbani announced publicly his willingness to transfer power to an individual or commission and proposed that the warring parties and other neutral personalities should discuss through the United Nations mediation and put forward a suitable mechanism and a suitable date for the transfer of power, with the pre-condition that all hostilities should cease and all forms of foreign interference should end.
