Today I have the dual honour of assuming the Presidency of the Conference on Disarmament and of taking the floor here for the first time as head of the delegation of Mexico.

At a time when we are considering the reform of the United Nations in the General Assembly, it is only fitting that we should also review the role of the Conference on Disarmament and find ways and means to revitalize and strengthen it.

So the emphasis of my preliminary remark was to say, be aware that the problem is not just a procedural problem in the Conference on Disarmament, and that the search for alternative forums would probably not provide a solution unless we address the substance of the problem.

We call on you, Mr. President, to actively pursue the consultations on nuclear disarmament which have been mandated to you by the Conference on Disarmament and to seek the implementation of the proposals which have been made this year on this issue.

The current situation therefore merits that the United Nations General Assembly with its universal membership, express its concern about the stalemate in the Conference on Disarmament and urge the Conference on Disarmament's member States to overcome their outstanding differences.

Our deliberations should furthermore be in support of the process in the Conference on Disarmament and we should consider other tangible ways and means to positively address the core elements required to facilitate action and results in moving our disarmament agenda forward.

The conclusion in Oslo of the Convention on the Prohibition of the Use, Stockpiling, Production and Transfer of Anti-Personnel Mines and on Their Destruction should, however, have the result of defusing the debate in the Conference on Disarmament and making it possible to consider a more realistic agenda there for this issue.
إلا أن إتمام معاهدة حظر استعمال وتخزين وإنتاج ونقل اﻷلغام اﻷرضية المضادة لﻷفراد وتدمير تلك اﻷلغام، في أوسولو، يرجى أن يؤدي إلى تهدئة الجدل في مؤتمر نزع السلاح وأن يتيح النظر في إطاره في جدول أعمال أكثر واقعية لهذا الموضوع.

Finally, I should like to extend my warmest wishes to all Ambassadors who are leaving the CD and thank them for their friendship and cooperation.
وأخيرا، أود أن أعرب عن أحر التمنيات لجميع السفراء الذين سيغادرون مؤتمر نزع السلاح وأن أشكرهم على ما أبدوه من ودٍّ وتعاون.

At the same time several delegations expressed doubts about widening the CD's activity this way saying that regional issues are outside the scope of the mandate of the CD and can be more effectively dealt with in other forums.
وفي الوقت ذاته أعربت عدة وفود عن قلقها إزاء توسيع نطاق نشاط مؤتمر نزع السلاح بهذه الطريقة مشيرة إلى أن المسائل اﻹقليمية تخرج عن نطاق ولاية مؤتمر نزع السلاح وأن في اﻹمكان تناولها بصورة أكثر فعالية في محافل أخرى.

In view of the above facts we appeal to the members of the Conference on Disarmament to recognize the moral aspect of specific features of the circumstances under which Slovakia seeks to become a member of the CD and to manifest their positive position on its membership application.
وبسبب الحقائق السالفة الذكر، نناشد أعضاء مؤتمر نزع السلاح أن يعترفوا بالجانب المعنوي للسمات الخاصة للظروف التي تسعى سلوفاكيا في ظلها إلى أن تصبح عضواً في مؤتمر نزع السلاح وأن يظهروا موقفهم الايجابي من طلبها العضوية.
