والهدف من هذه الآلية هو دعم الأطراف من البلدان النامية والأطراف التي تمر اقتصاداتها بمرحلة انتقال في تنفيذ التزاماتها بموجب هذه الاتفاقية.

A short-term fund would provide rapid support for small-scale projects to be carried out by most developing-country Parties and Parties with economies in transition in the period soon after entry into force of the instrument in preparation for later more comprehensive implementation.
يقدِّم الصندوق القصير الأجل دعماً سريعاً للمشاريع الصغيرة التي تقوم بها معظم البلدان النامية الأطراف والأطراف التي تمر اقتصاداتها بمرحلة انتقال في الفترة التي تلي دخول الصك حيّز النفاذ مباشرة وذلك تحضيراً للتنفيذ اللاحق على نحو أشمل.

16. The Conference of the Parties, based on the above-mentioned reviews, will communicate to the Council relevant decisions taken by the Conference of the Parties as a result of such reviews, to improve the performance and effectiveness of the financial mechanism in assisting developing country Parties and Parties with economies in transition to implement the Convention.
16 - يقوم مؤتمر الأطراف، بناء على الاستعراضات المذكورة أعلاه، بإبلاغ المجلس بالمقررات المهمة التي يتخذها مؤتمر الأطراف نتيجة لهذه الاستعراضات، وذلك لتحسين فعالية الآلية المالية في مساعدة البلدان النامية الأطراف والأطراف التي تمر اقتصاداتها بمرحلة انتقال في تنفيذ الاتفاقية.

17. The Secretariat of the Convention and the Secretariat of the GEF will communicate and cooperate with each other and consult on a regular basis to facilitate the effectiveness of the financial mechanism in assisting developing country Parties and Parties with economies in transition to implement the Convention.
17 - تعمل أمانة الاتفاقية وأمانة مرفق البيئة العالمية على الاتصال والتعاون فيما بينهما وتتشاوران بانتظام، لتسهيل فعالية الآلية المالية في مساعدة البلدان النامية الأطراف والأطراف التي تمر اقتصاداتها بمرحلة انتقال في تنفيذ الاتفاقية.

17. The Secretariat of the Convention and the Secretariat of GEF will communicate and cooperate with each other and consult on a regular basis to facilitate the effectiveness of the financial mechanism in assisting developing country Parties and Parties with economies in transition to implement the Convention.
17 - تعمل أمانة الاتفاقية وأمانة مرفق البيئة العالمية على الاتصال والتعاون فيما بينهما وتتشاوران بانتظام، لتسهيل فعالية الآلية المالية في مساعدة البلدان النامية الأطراف والأطراف التي تمر اقتصاداتها بمرحلة انتقال في تنفيذ الاتفاقية.

One representative favoured mandatory contributions to support the participation of representatives of developing country Parties and Parties with economies in transition in the meetings of the Conference of the Parties and its subsidiary bodies.
وحبذ أحد الممثلين فكرة المساهمات الإلزامية من أجل دعم مشاركة ممثلي البلدان النامية الأطراف والأطراف التي تمر اقتصاداتها بمرحلة انتقال في اجتماعات مؤتمر الأطراف وهيئاته الفرعية.

Such a fund would support a broad range of small to medium-sized activities carried out by developing-country Parties and Parties with economies in transition in an effort to implement and meet their obligations under the instrument.
ويمكن لهذا الصندوق أن يدعم مجموعة واسعة من الأنشطة الصغيرة والمتوسطة الحجم التي تقوم بها البلدان النامية الأطراف والأطراف التي تمر اقتصاداتها بمرحلة انتقال في سعيها لتنفيذ وتلبية التزاماتها بموجب الصك.

Such a fund would support a broad range of small to medium-sized activities carried out by developing-country Parties and Parties with economies in transition in their efforts to implement and meet their obligations under the instrument.
ويقدِّم هذا الصندوق الدعم لمجموعة واسعة من الأنشطة الصغيرة والمتوسطة الحجم التي تقوم بها البلدان النامية الأطراف والأطراف التي تمر اقتصاداتها بمرحلة انتقال في جهودها لتنفيذ وتلبية التزاماتها بموجب الصك.

3. A mechanism for the provision of financial resources and technical assistance is hereby established to support developing country Parties and Parties with economies in transition in meeting their obligations under this Convention.
3 - وتنشأ بذلك آلية لتوفير الموارد المالية والمساعدة التقنية لدعم البلدان النامية الأطراف والأطراف التي تمر اقتصاداتها بمرحلة انتقال في الوفاء بالتزاماتها التي ترتبها هذه الاتفاقية.

Urges parties, and invites others in a position to do so, to contribute urgently to the Technical Cooperation Trust Fund with a view to ensuring the full and effective participation of developing-country parties, in particular least developed countries and small island developing States, and parties with economies in transition, in the meetings of the Conference of the Parties;
17 - يحث الأطراف، ويدعو الجهات الأخرى التي هي في وضع يمكنها من ذلك أن تساهم على نحو عاجل في الصندوق الاستئماني للتعاون التقني بغية ضمان المشاركة الكاملة والفعالة للأطراف من البلدان النامية، وبوجه خاص أقل البلدان نمواً، والدول الجزرية الصغيرة النامية، والأطراف التي تمر اقتصاداتها بمرحلة انتقال في اجتماعات مؤتمر الأطراف؛

19. Urges parties, and invites others in a position to do so, to contribute urgently to the voluntary Special Trust Fund with a view to ensuring the full and effective participation of developing-country parties, in particular least developed countries and small island developing States, and parties with economies in transition, in the meetings of the Conference of the Parties;
19 - يحث الأطراف، ويدعو الجهات الأخرى التي هي في وضع يمكنها من ذلك إلى المساهمة على نحو عاجل في الصندوق الاستئماني الخاص للتبرعات بغية ضمان المشاركة الكاملة والفعالة للأطراف من البلدان النامية، وبوجه خاص أقل البلدان نمواً، والدول الجزرية الصغيرة النامية، والأطراف التي تمر اقتصاداتها بمرحلة انتقال في اجتماعات مؤتمر الأطراف؛

(b) Appropriate participation of representatives of developing country Parties, in particular Least Developed country Parties amongst them, and of Parties with economies in transition in the meetings of the Conference of the Parties and its subsidiary bodies;
