Seven state ministers from African countries attended, including Benin, Burkina Faso, Chad and Mali, the " Cotton Four " countries. The Cotton Four countries spearhead the cotton initiative within the WTO framework.

Ms. Houngbedji (Benin), referring to the Cotton Initiative submitted by Benin, Burkina Faso, Chad and Mali to the World Trade Organization (WTO) in April 2003 and then inscribed on the agenda of the Cancún Ministerial Conference, said that its basic goal was to re-establish some degree of equity in the world trading system.

The draft modalities for agriculture suggests a reduction formula, proposed by the four Western African countries (Benin, Burkina Faso, Chad and Mali), which implies subsidy cuts of 82 per cent on cotton for the United States (as compared to 60 per cent under general reduction formula). This was reportedly found not acceptable to the United States.

In accordance with the agreement of the Conference on Consensus-building and Dialogue, held in Bangui from 11 to 18 January 1997, and in response to a letter from President Patassé dated 27 January 1997, the Heads of State of Gabon, Burkina Faso, Chad and Mali decided to establish, from 31 January 1997, an inter-African force in the Central African Republic (MISAB).

Thus, agricultural subsidies and the initiative proposed by four African countries - Benin, Burkina Faso, Chad and Mali - to deal with cotton subsidies were both discussed at length, as well as phytosanitary measures, intellectual property protection, and tariffs on processed products that limit the diversification and export competitiveness of many commodity-dependent countries.
وعليه فقد نوقشت القضايا المتعلقة بالإعانات الزراعية، والمبادرة التي اقترحتها أربعة بلدان أفريقية - بنن وبوركينا فاسو وتشاد ومالي - للتصدي لإعانات القطن مناقشة مستفيضة، ونوقشت كذلك تدابير الصحة النباتية، وحماية الملكية الفكرية، والتعريفات الجمركية المفروضة على المنتجات المجهزة والتي تحد من التنويع في كثير من البلدان المعتمدة على السلع الأساسية ومن القدرة التنافسية لصادراتها.

45. A programme to provide support to the development of the cotton industry in C4 Countries (Benin, Burkina Faso, Chad and Mali), also known as the Cotton 4 Project, was set up in 2008 with the official support of the Brazilian Government for the WTO Cotton Initiative, brought forward by C4 countries as a result of their losses due to subsidy policies used in the international cotton market.

On domestic support, the Conference provided for more ambitious and quicker reduction of trade-distorting domestic support on cotton than other domestic support. The " Cotton Four " countries (Benin, Burkina Faso, Chad and Mali) had initially hoped for an " early harvest " on this issue, particularly in respect of domestic support and a credible development assistance package.
