1- تدين جميع أشكال التعذيب وغيره من ضروب المعاملة أو العقوبة القاسية أو اللاإنسانية أو المهينة، التي لا يمكن أبداً تبريرها في ظل أي ظرف من الظروف، وتطلب إلى جميع الحكومات أن تنفذ تنفيذاً كاملاً حظر التعذيب وغيره من ضروب المعاملة أو العقوبة القاسية أو اللاإنسانية أو المهينة؛

17. Calls upon international organizations, agencies and programmes to mobilize further resources to combat pandemics such as HIV/AIDS, tuberculosis and malaria, and calls upon all Governments to take measures to ensure that the necessary resources are made available for that purpose;
17- تطلب إلى المنظمات والوكالات والبرامج الدولية أن تحشد المزيد من الموارد لمكافحة جوائح كفيروس نقص المناعة البشري/الإيدز والسل والملاريا، وتطلب إلى جميع الحكومات أن تتخذ تدابير لضمان توفير الموارد اللازمة لهذا الغرض؛

Urges Governments to treat the United Nations Habitat and Human Settlements Foundation as the central funding vehicle for their voluntary contributions to the Centre, and calls upon all Governments that are in a position to do so to increase their financial support to it, and, to the maximum extent possible, to provide their support as non-earmarked contributions in order to reduce the Centre's over-dependence on earmarked funding;
