In this regard, the Government of the Sudan, and as indicated in its previous notes, reiterates its position that the province of Halaib is a Sudanese territory that have continued eversince under the quite uninterrupted administration of the Sudanese Authorities, and is inhabited by Sudanese population.
وفي هذا الصدد تكرر حكومة السودان، حسبما بينت في مذكراتها السابقة، موقفها القائل بأن مقاطعة حلايب أرض سودانية ظلت تحت إدارة السلطات السودانية بلا أي انقطاع وأنها مأهولة بسكان سودانيين.

The Government of the Sudan renews the call to the Security Council to meet its responsibilities in full and to give due consideration to the issue of the Egyptian aggression against the Sudan in the Sudanese province of Halaib by urging the Egyptian Government:
وتجدد حكومة السودان دعوتها الى مجلس اﻷمن كي يتحمل مسؤولياته بالكامل ويولي الاعتبار الواجب لمسألة العدوان المصري على السودان في مقاطعة حلايب السودانية، وذلك بحثه الحكومة المصرية على ما يلي:

Upon instructions from my Government, I have the honour to transmit herewith for your kind attention, a letter from H.E. Sayed Ali Osman Mohamed Taha, Minister of Foreign Affairs of the Republic of the Sudan, concerning the aggression of the Government of the Arab Republic of Egypt on the Sudanese Province of Halaib.
بناء على تعليمات حكومتي، يشرفني أن أحيل طيه، للعلم، رسالة من سعادة السيد/سيد على عثمان محمد طه وزير خارجية جمهورية السودان، بشأن عدوان حكومة جمهورية مصر العربية على مقاطعة حلايب السودانية.

Further to our previous letters, the last of which No: SUP/2-1/5 dated 20/7/94 regarding the aggression on the Sudanese territory of Halaib by the Arab Republic of Egypt, I have the honour to bring to your kind attention, the following:
إلحاقا برسائلنا السابقة، التي كان آخرها الرسالة رقم SUP/2-1/5 المؤرخة ٢٠/٧/٩٤ المتعلقة بإعتداء جمهورية مصر العربية على إقليم حلايب السوداني، يشرفني أن أوجه انتباهكم الى ما يلي:

(a) To withdraw and rescind the Military presence and administrative measures it has taken in the Sudanese Province of Halaib and the area South of Argin.
)أ( سحب الوجود العسكري وإلغاء التدابير اﻹدارية التي اتخذتها في مقاطعة حلايب السودانية وفي المنطقة الواقعة جنوب أرجين؛

(c) To provide remedy and compensation to the families of the Sudanese nationals, victims of its aggression in the province of Halaib.
)ج( توفير وسائل الجبر والتعويضات ﻷسر المواطنين السودانيين الذين راحو ضحية عدوانها في مقاطعة حلايب.

I reaffirm the readiness of the Government of the Sudan to make every possible effort with a view to arriving at a peaceful solution of the problem of Halaib that will embody the ties of brotherhood between the Sudanese and Egyptian peoples, within the framework of their principles of good neighbourliness and international cooperation and with full commitment to international and regional instruments.
وأعيد تأكيد استعداد حكومة السودان لبذل كل جهد ممكن وصولا إلى ايجاد حل سلمي لمشكلة حلايب يجسد علاقات الاخاء بين الشعبين السوداني والمصري، وفي إطار مبادئها في حسن الجوار والتعاون الاقليمي والدولي وفي التزام تام بالمواثيق الدولية والاقليمية.

2. Egypt's provocations and its concentration of troops in Sudanese territory in the region of Halaib became its characteristic way of dealing with the question as relations between the two countries worsened.
٢ - إن التحرشات المصرية وحشودها العسكرية على اﻷراضي السودانية في منطقة حلايب أصبحت سمة ونهجا للسلوك المصري في تناوله للمسألة كلما توترت العلاقات الثنائية بين البلدين.

Egypt's professed wish to begin bilateral negotiations is belied by the Egyptian Government's acts and attitude; it is contradiction with the Sudan's repeated appeal to the Egyptian party to allow the joint commission on the question of Halaib to resume its work, since the Egyptian party has continued to evade the question and procrastinate, while at the same time engaging in acts of aggression against the Sudanese province of Halaib.
إن الحرص على التفاوض الثنائي الذي تدعيه حكومة مصر، يناقضه الواقع وسلوك الحكومة المصرية ويتعارض مع دعوة السودان المتكررة للجانب المصري لاستئناف عمل اللجنة المشتركة المعنية بقضية حلايب إذ ظل الجانب المصري يتنصل ويسوف، في الوقت الذي يكرس فيه اعتداءاته على منطقة حلايب السودانية.

(b) Complete withdrawal from the Sudanese province of Halaib and payment of appropriate compensation to the families of victims of Egyptian aggression;
)ب( الانسحاب المصري الكامل من منطقة حلايب السودانية، وتقديم التعويضات اللازمة ﻷسر ضحايا العدوان المصري.

6. At 0930 hours on Saturday, 1 July 1995, four Egyptian military aircraft (MIGs) flew in the direction of Abu Ramad to the 22nd parallel, with a view to terrorizing the inhabitants of Halaib.
٦ - في يوم السبت ١/٧/١٩٩٥ )الساعة ٣٠/٠٩( عبرت أربع طائرات حربية مصرية من طراز ميج في اتجاه أبو رماد الى خط العرض ٢٢ درجة، بغية ارهاب مواطني حلايب.

8. The town of Halaib was besieged by five Egyptian battalions, as against one Sudanese battalion inside the town. This latter was repeatedly prevented from obtaining drinking water that had previously been supplied from outside the town, and the Red Sea Governor was prevented from entering the town of Halaib.
٨ - وتمت محاصرة مدينة حلايب بواسطة خمس كتائب مصرية مقابل كتيبة سودانية واحدة بداخلها والمنع المتكرر لهذه الكتيبة من الحصول على مياه الشرب والتي كانت تصلها من قبل من خارج المدينة ومنع محافظ البحر اﻷحمر من دخول مدينة حلايب. السيد الرئيس،

أتشرف، بناء على تعليمات من حكومتي، بأن أحيل إلى كريم عنايتكم، رسالة موجهة من سعادة السيد/علي عثمان محمد طه، وزير خارجية جمهورية السودان، ردا على الرسالة الموجهة إلى سعادتكم، في ١١ تموز/يوليه ١٩٩٥، من وزير خارجية جمهورية مصر العربية، بشأن العدوان العسكري المصري على منطقة حلايب السودانية.

I have the honour to refer to the letter dated 10 July 1995 addressed to you by the Minister for Foreign Affairs of Egypt concerning Egypt's aggression against the Sudanese province of Halaib (S/1995/559, annex) and to the allegations, accusations and slander regarding so-called established facts and historical reality adduced in it.
