These documents regulate in more detail the obligations and manner of joint work by competent authorities for tracing persons gone missing in the armed conflicts in the territory of the former SFRY in the period 1991 - 1995

The Citizenship of the Republic of Slovenia Act, which took effect on 25 June 1991, failed to introduce a basis for withdrawing citizenship of persons who, on 23 December 1990, had Yugoslav citizenship in addition to the citizenship of another republic of the former SFRY, but allowed these persons to obtain Slovenian citizenship under favourable terms.

They should result in an agreement on the basis of international law on state succession according to which the assets and liabilities of the former SFRY that ceased to exist should be equitably distributed among all States concerned, as equal successor States.

Thereafter, the Ministry issued a special brochure in the Slovenian language which is available at all administrative units in Slovenia and at diplomatic missions and consular posts of Slovenia in the successor states of the former SFRY.

The Commission took over all activities and obligations of the Commission of the Council of Ministers of the State Union of Serbia and Montenegro for Missing Persons which continued activities of previous governmental bodies that have been established since 1991 to resolve the issue of missing, captured and killed persons in armed conflicts in the territory of the former SFRY.
وتولّت اللجنة كل أنشطة والتزامات لجنة مجلس الوزراء في دولة اتحاد صربيا والجبل الأسود المعنية بالأشخاص المفقودين، وواصلت أنشطة الهيئات الحكومية السابقة التي أنشئت منذ عام 1991 لحلّ مسألة المفقودين والأسرى والقتلى في النزاعات المسلحة في إقليم جمهورية يوغوسلافيا الاتحادية الاشتراكية السابقة.

Without any legal basis it is - for the first time - listing the Federal Republic of Yugoslavia (Serbia and Montenegro) as an automatic successor to treaties of the former SFRY.

213. Women were involved, in particular, in the work of non-governmental organizations, especially in the field of humanitarian assistance for refugees, poor citizens of the FRY and the wounded from the war-torn areas of the former SFRY.
213 - وشاركت المرأة بصفة خاصة في أعمال المنظمات غير الحكومية، ولا سيما في مجال المساعدات الإنسانية المقدمة إلى اللاجئين، والمواطنين الفقراء في جمهورية يوغوسلافيا الاتحادية، والمصابين من المناطق التي مزقتها الحرب في جمهورية يوغوسلافيا الاتحادية الاشتراكية السابقة.

237. Likewise, Yugoslav citizenship may have been acquired under the said Article also by a citizen of the former SFRY who had accepted to be transferred into a professional commissioned and/or non-commissioned officer or a civilian person serving in the Army of Yugoslavia, along with a member of his/her family - the spouse or children.

Armed conflicts in the territory of the former SFRY and the conflict in the territory of the Autonomous Province of Kosovo and Metohija caused many serious consequences and mass violations of human rights.
3- نشأت عواقب وخيمة كثيرة وانتهاكات جماعية لحقوق الإنسان جراء النزاعات المسلّحة في إقليم جمهورية يوغوسلافيا الاتحادية الاشتراكية السابقة والنزاع في إقليم مقاطعة كوسوفو وميتوهيا المتمتعة بالحكم الذاتي.

For the statutory regulation of cooperation and more efficient resolving of the issues of persons gone missing in armed conflicts in the territory of the former SFRY and conflict in the territory of the Autonomous Province of Kosovo and Metohija, the Republic of Serbia also signed several bilateral agreements and documents:
95- ووقّعت جمهورية صربيا أيضاً عدة اتفاقات ووثائق ثنائية لضمان التنظيم القانوني للتعاون وزيادة كفاءة حلّ المسائل المتعلقة بالأشخاص المفقودين في النزاعات المسلحة في إقليم جمهورية يوغوسلافيا الاتحادية الاشتراكية السابقة والنزاع في إقليم مقاطعة كوسوفو وميتوهيا المتمتعة بالحكم الذاتي:

Slovenia drew attention to the role of the Government Council for Issues concerning the National Communities of Members of Nations of the former SFRY in Slovenia as a consultative body.
57- وتسترعي سلوفينيا الاهتمام إلى دور المجلس الحكومي المعني بالمسائل المتعلقة بالجاليات القومية للدول التي كانت تشكل جمهورية يوغوسلافيا الاتحادية الاشتراكية السابقة الموجودة في سلوفينيا بوصفه هيئة استشارية.

On 17 October 2013, the Government Council for Issues concerning the National Communities of Members of Nations of the former SFRY in Slovenia was re-established on the basis of the provisions of the Declaration, as a consultative body of the Slovenian Government for the situation of these communities.

The institution now named the " National Bank of Yugoslavia " (hereinafter the " NBY " ), as a central bank of the new State, the FRY, is not the same legal person as the National Bank of the former SFRY.
وبالتالي فإن المؤسسة التي تسمى حاليا " المصرف الوطني ليوغوسلافيا " ، بوصفها المصرف المركزي للدولة الجديدة المسماة جمهورية يوغوسلافيا الاتحادية )صربيا والجبل اﻷسود(، ليست نفس الشخص القانوني الذي كان اسمه المصرف الوطني لجمهورية يوغوسلافيا الاتحادية الاشتراكية السابقة.

Pursuant to the Basic Constitutional Charter adopted on 25 June 1991 (Ur. l. RS No. 1/1991), Slovenia took over the entire legal order and all international obligations of the former SFRY.
وعملا بالميثاق الدستوري الأساسي الذي اعتمد في 25 حزيران/يونيه 1991 (Ur.1.RS، رقم 1/1991)، فقد تبنت سلوفينيا النظام القانوني برمته وكل الالتزامات الدولية لجمهورية يوغوسلافيا الاتحادية الاشتراكية السابقة.

This and other repeated attempts by the Federal Republic of Yugoslavia (Serbia and Montenegro) to be de facto accepted as a continuation of the international legal personality of the former SFRY are in direct contravention of the relevant Security Council and General Assembly resolutions, and of customary international law.
إن هذه المحاولة وغيرها من المحاولات المتكررة التي تبذلها جمهورية يوغوسلافيا الاتحادية )صربيا والجبل اﻷسود( لكي تُقبل، بحكم الواقع، على أنها تمثل استمرارا للشخصية القانونية الدولية لجمهورية يوغوسلافيا الاتحادية الاشتراكية السابقة تخالف بصورة مباشرة قرارات مجلس اﻷمن والجمعية العامة ذات الصلة، والقانون الدولي العرفي.

In this regard, I wish to reiterate the position of the Government of the Republic of Croatia that Serbia and Montenegro must act as other successor States of the former SFRY have done - notify the Secretary-General, in his capacity as depository of international treaties, of their intention to be considered a party to the International Covenant on Civil and Political Rights by virtue of succession to the former SFRY.
أود، بهذا الصدد، أن أكرر موقف حكومة جمهورية كرواتيا بأنه يجب على صربيا والجبل اﻷسود أن تحذو حذو الدول الخلف اﻷخرى لجمهورية يوغوسلافيا الاتحادية الاشتراكية السابقة - بإبلاغ اﻷمين العام، بصفته وديعا للمعاهدات الدولية، بأنها تعتزم أن تكون طرفا في العهد الدولي الخاص بالحقوق المدنية والسياسية بمقتضى خلافة جمهورية يوغوسلافيا الاتحادية الاشتراكية السابقة.

Paragraph 8 of the Decision of the Constitutional Court stipulated that permanent residence of citizens of other republics of the former SFRY was established from 26 February 1992 onwards if on that day they were removed from the register of permanent residence, on the basis of a permit for permanent residence issued in accordance with the ZUSDDD Act or the 1991 Aliens Act, as amended in 1999.
وتنص الفقرة 8 من القرار الصادر عن المحكمة الدستورية على منح الإقامة الدائمة لمواطني الجمهوريات الأخرى في يوغوسلافيا الاتحادية الاشتراكية السابقة اعتبارا من 26 شباط/فبراير 1992 إذا كانت أسماؤهم قد أزيلت في ذلك اليوم من سجل الإقامة الدائمة، وعلى تزويدهم برخصة إقامة دائمة وفقا لقانون المقيمين لعام 1991، بصيغته المعدلة في عام 1999.
