55. The best form of sustainable chemicals management is, whenever possible, the development and use of safe, environmentally benign substances (in replacement of more hazardous ones), often based on renewable raw materials.

Among the challenges faced by developing countries in implementing and strengthening sustainable chemicals management is the lack of adequate human resources and institutional capacities in the following areas: risk assessment and interpretation; the implementation and enforcement of regulatory frameworks; the rehabilitation of contaminated sites; emergency response; and effective education, training and awareness-raising programmes.
