Expressing satisfaction at the dynamic and progressive development of bilateral and multilateral cooperation among the Turkish-speaking States in various fields over the past six years since the signing of the Ankara statement,
وإذ يعربون عن ارتياحهم للتطور الدينامي المستمر للتعاون الثنائي والمتعدد اﻷطراف بين الدول الناطقة بالتركية في مختلف المجالات على مر السنوات الست الماضية منذ توقيع بيان أنقرة،

We, the leaders of the Turkish-speaking States participating in the Fifth Summit in Astana, capital of the Republic of Kazakhstan, have expressed deep concern at the nuclear weapons tests that have been conducted in India and Pakistan.
نحن، رؤساء الدول الناطقة بالتركية المشتركين في مؤتمر القمة الخامس المنعقد في اﻵستانة عاصمة جمهورية كازاخستان، أعربنا عن قلقنا العميق إزاء تجارب اﻷسلحة النووية التي جرت في كل من الهند وباكستان.

Noting with satisfaction the dynamic and progressive development of all-round cooperation in various fields between the Turkish-speaking States and peoples,
وإذ يشيرون مع الارتياح إلى التطور الدينامي المستمر للتعاون متعدد اﻷطراف بين الحكومات والشعوب الناطقة بالتركية في مختلف المجالات،

In order to strengthen the links between the peoples of their countries and the exchange of experience in various fields, the Heads of State decided to strengthen ties between local administrations of the Turkish-speaking countries and non-governmental organizations.
ومن أجل تعزيز الروابط بين شعوب بلدانهم وتبادل الخبرات في مختلف المجالات، قرر رؤساء الدول تعزيز الروابط فيما بين اﻹدارات المحلية للبلدان الناطقة بالتركية والمنظمات غير الحكومية.

The representative of the Turkish-speaking minority from Western Thrace in Greece said that although the situation of the minority had improved, there were still concerns regarding self-identifying members of the Turkish minority.
وقال ممثل الأقلية الناطقة بالتركية في غرب تراس في اليونان إنه بالرغم من التحسن الذي طرأ على وضع مجتمعه فإنه ما يزال هناك ما يدعو إلى القلق بشأن الأشخاص الذين يعرِّفون أنفسهم كأفراد في الأقلية التركية.

2. The Heads of State approved the Statute of the Secretariat of the Meetings of Heads of State of the Turkish-speaking Countries (SMHTC) and assigned control over the activities of the Secretariat to the foreign policy bodies.
٢ - اعتمد رؤساء الدول النظام اﻷساسي ﻷمانة اجتماعات رؤساء الدول الناطقة بالتركية وأسندوا مهمة مراقبة أنشطة اﻷمانة العامة إلى الهيئات المعنية بالسياسة الخارجية.

We have the honour to transmit herewith the text of the declaration signed in duplicate in Turkish and Russian on 21 October 1996 at Tashkent, at the end of the fourth summit meeting of the Heads of State of the Turkish-speaking Countries.
نتشرف بأن نحيل طيه نص اﻹعلان الصادر باللغتين التركية والروسية الذي تم التوقيع عليه في ٢١ تشرين اﻷول/أكتوبر ١٩٩٦ في مدينة طشقند في نهاية مؤتمر القمة الرابع لرؤساء البلدان الناطقة بالتركية.

The Supreme Court, in its decision, rejected the case, arguing that the Republic of Cyprus had made adequate provisions for the education of Turkish-speaking children through the existing school system and citing the lack of interest from the Turkish-speaking community in Limassol.
وقد ردت المحكمة العليا في قرارها الدعوى دافعةً بأن في جمهورية قبرص ما يكفي من الأحكام لتعليم الأطفال الناطقين بالتركية من خلال النظام المدرسي القائم ومحتجةً بعدم اهتمام الطائفة الناطقة بالتركية في ليماسول بذلك.

10. The Heads of State call on the United Nations Development Programme, the World Bank, International Monetary Fund and regional development banks to be more active, expanding their cooperation with recipient countries in developing action strategies in the transition period for each of the Turkish-speaking countries.
١٠ - ويدعو رؤساء الدول برنامج اﻷمم المتحدة اﻹنمائي والبنك الدولي وصندوق النقد الدولي ومصارف التنمية اﻹقليمية إلى العمل بنشاط أكبر وتوسيع التعاون مع البلدان المستفيدة في تطوير استراتيجيات عمل خلال الفترة الانتقالية لكل بلد من البلدان الناطقة بالتركية.

12. In order to disseminate experience, information and a popular appreciation of the cultural and historical heritage of the Turkish peoples, the Heads of State called for the further development of exchanges of information and cooperation between the mass media of the Turkish-speaking States and non-governmental organizations.
١٢ - ومن أجل تعميم الخبرات، والمعلومات والتقدير الشعبي بالتراث الثقافي والتاريخي للشعوب التركية، دعا رؤساء الدول إلى مواصلة تطوير عمليات تبادل المعلومات والتعاون بين وسائط الاعلام التابعة للدول الناطقة بالتركية والمنظمات غير الحكومية.

19. The Heads of State emphasized that the Fifth Meeting, which had taken place in a frank and friendly atmosphere in Astana, will undoubtedly become an important milestone in the further development of cooperation between the Turkish-speaking States, and also in ensuring stability and peace in the region.
١٩ - أكد رؤساء الدول أن الاجتماع الخامس الذي انعقد في اﻵستانة في جو اتسم بالصراحة والمودة سيكون بلا شك حدثا مهما يسهم في زيادة التعاون بين الدول الناطقة بالتركية وكذلك في ضمان الاستقرار والسلام في المنطقة.

4. The Heads of State, considering that the fourth summit meeting in Tashkent is taking place at a time of widespread celebration of the 660th anniversary of the great Amir Temür, once again stressed the need for the joint celebration of memorable dates associated with the life and activities of outstanding figures of world significance who have made a major contribution to the history and culture of the Turkish-speaking peoples.
٤ - وبالنظر إلى انعقاد مؤتمر القمة الرابع في طشقند في وقت يجري فيه الاحتفال على نطاق واسع بالذكرى السنوية ٦٦٠ لميلاد اﻷمير العظيم تيمور، فقد أكد رؤساء الدول من جديد ضرورة الاحتفال بصورة مشتركة باﻷيام المشهودة المرتبطة بحياة وأنشطة الشخصيات البارزة ذات اﻷهمية العالمية التي كان لها إسهام كبير في تاريخ وثقافة الشعوب الناطقة بالتركية.

5. The Heads of State expressed their willingness to undertake the joint formulation and implementation of the programme " Restoration of the silk route: development of educational tourism, revival, preservation and stable development of the cultural heritage of the Turkish-speaking countries " in order to develop a network of tourist routes and corresponding tourist infrastructure and expand various moderately priced forms of tourism.
٥ - وأعرب رؤساء الدول عن استعدادهم للاشتراك في وضع وتنفيذ برنامج " إحياء درب الحرير: تطوير السياحة التثقيفية وإحياء التراث الثقافي للبلدان الناطقة بالتركية وصونه وتطويره المطرد " حتى يتسنى تطوير شبكة من المسارات السياحية والهياكل اﻷساسية السياحية المناسبة وتوسيع مختلف أشكال السياحة ذات اﻷسعار المعتدلة.
