25. The Special Rapporteur observes that the preceding discussion on legislation merely lays out the normative framework for addressing matters related to torture and ill-treatment in Jordan.

The Government recognizes how important awareness of human rights in general and of the dangers of the offences of torture and ill-treatment in particular is in creating cultural awareness among society at large about the gravity of the offences of torture and ill-treatment.
كما تدرك الحكومة أهمية الجانب التوعوي المعني بالتعريف بحقوق الإنسان بشكل عام والتعريف بأخطار جرائم التعذيب وإساءة المعاملة بشكل خاص وذلك لخلق وعي ثقافي لدى المجتمع بشكل عام حول خطورة جرائم التعذيب وإساءة المعاملة.

The Government shall spare no efforts to develop legislation prescribing stiffer penalties for perpetrators of torture and ill-treatment, thereby providing further guarantees to deter the perpetrators of these offences.
كما لن تغفل الحكومة عن تطوير الجانب التشريعي لجهة تغليظ العقوبة ضد مرتكبي جرائم التعذيب وإساءة المعاملة لتوفير المزيد من الضمانات الرادعة بحق مرتكبي هذه الجرائم.

29. Over the course of the visit to Jordan, many consistent and credible allegations of torture and ill-treatment were brought to the attention of the Special Rapporteur.

While the Special Rapporteur appreciates information, including annexes, provided by the Government, he regrets that in most instances it related to the reasons of arrest, and not to the steps taken to investigate the allegations of torture and ill-treatment.
ومع تقدير المقرر الخاص للمعلومات المقدَّمة من الحكومة، بما في ذلك المرفقات، فإنه يأسف لأن المعلومات في معظم الحالات تتصل بأسباب إلقاء القبض وليس بالخطوات المتَّخذة للتحقيق في الادِّعاءات المتعلقة بالتعذيب وإساءة المعاملة.

(m) All allegations of torture and ill-treatment be promptly and thoroughly investigated by an independent authority with no connection to the authority investigating or prosecuting the case against the alleged victim;

(o) Victims of torture and ill-treatment receive substantial compensation proportionate to the gravity of the physical and mental harm suffered, as well as adequate medical treatment and rehabilitation;
(س) ينبغي أن يتلقى ضحايا التعذيب وإساءة المعاملة تعويضاً كبيراً يتناسب مع خطورة الضرر البدني والذهني الذي عانوا منه وأن يتلقوا كذلك علاجاً طبياً وإعادة تأهيل بشكل وافٍ؛

Last year, the General Security Directorate signed a cooperation agreement with a Danish organization devoted to combating torture and violence (the Danish Centre for Rehabilitation of Torture Victims) on eliminating torture and ill-treatment in detention centres.
