42. The person making the arrest or detention shall identify himself or herself to the person arrested or any relative or friend of such person, upon inquiry being made, by name and rank and shall issue to the relatives a document acknowledging the fact of arrest.
42- ويجب على الشخص الذي يقوم بعملية الاعتقال أو الاحتجاز أن يكشف، لدى التحقيق، عن هويته للشخص المعتقل أو لأي من أقاربه أو أصدقائه، وأن يذكر اسمه ورتبته العسكرية. وعليه أن يصدر إلى أقارب المعتقل أو المحتجز وثيقة يقر فيها بواقعة الاعتقال.

(a) Notification to individuals arrested or detained of the grounds for their arrest or detention and the charges against them;
(أ) إخطار الشخص المعتقل أو المحتجز بأسباب اعتقاله أو احتجازه وبالتهم الموجهة إليه؛

3. A person arrested or detained for terrorist activities must be able to challenge the lawfulness of his/her arrest and of his/her police custody before a court.
3 - يجب أن تتاح للشخص المعتقل أو المحتجز بسبب ارتكاب أنشطة إرهابية الطعن أمام محكمة في قانونية اعتقاله وحبسه احتياطيا لدى الشرطة.

23. Article 9, paragraph 3, of the Covenant provides for anyone arrested or detained on a criminal charge to be brought promptly before a judge and entitled to trial within a reasonable time or to release.
23- وتنصّ الفقرة 3 من المادة 9 من العهد على تقديم المعتقل أو المحتجز بتهمة جزائية سريعاً إلى أحد القضاة وعلى حقه في محاكمة خلال مهلة معقولة أو الإفراج عنه.

(a) The name and nationality of the person arrested or detained, his or her employment status with, and official function for, the United Nations; for family members the family relationship must be given;
)أ( اسم وجنسية الشخص المعتقل أو المحتجز ومركزه المهني ومهمته الرسمية لدى اﻷمم المتحدة. وبالنسبة ﻷفراد اﻷسرة، يجب بيان العلاقة العائلية؛

(g) Whether consular protection and/or legal counsel is or will be available to the person arrested or detained; in the affirmative, the identity of these services shall be conveyed.
)ز( ما إذا كانت قد أتيحت أو ستتاح للشخص المعتقل أو المحتجز خدمات الحماية القنصلية و/أو المشورة القانونية؛ وإذا كان الجواب بالايجاب، تحدﱠد هذه الخدمات.

Moreover, the arrested or detained person has the right to apply freely for bail to the magistrate concerned and the court may grant him bail according to the merits of the case. "
وعلاوة على ذلك، للشخص المعتقل أو المحتجز الحق في أن يطلب مجاناً من القاضي المعني اﻹفراج عنه تحت كفالة ويجوز للمحكمة أن تفرج عنه تحت كفالة وفقاً لموضوع القضية " .

(b) Notification of the situation of the persons arrested or detained to their next of kin, except in cases where necessities pertaining to the risks of revealing the scope and subject of the investigation compel otherwise;
(ب) وإخطار أقرب أقرباء الشخص المعتقل أو المحتجز بوضعه إلا في الحالات التي تقتضي فيها الضرورات خلاف ذلك تفادياً لمخاطر الكشف عن نطاق التحقيق وموضوعه؛

133. A person who is arrested or detained should be brought before a court of law without undue delay and if such a person is not tried within a reasonable time, he should be released, with or without conditions, without prejudice to the appropriate authority's power to bring fresh proceedings subsequently, including his right to be released on bail.
133- ويجب أن يمثل الشخص المعتقل أو المحتجز أمام محكمة القانون دون تأخير لا مبرر له، وإذا لم يُحاكم هذا الشخص خلال فترة زمنية معقولة، ينبغي الإفراج عنه، بشروط أو بدون شروط، دون المساس بالصلاحية المخولة للسلطة المختصة لإقامة دعاوى جديدة في وقت لاحق، بما في ذلك حقه في إطلاق سراحه بكفالة.

5. In case of arrest without a warrant, detention or interrogation of persons in pretrial detention for crimes under para. 4, if and when operational needs do not allow for the timely appearance of the arrested or detained before the judiciary,

However, according to human rights organizations, including B'Tselem, in most cases, the only information communicated to the detainee or his counsel for the reason of the detention is that the detainee is a member or activist of an armed group, without any further details.
