In this, partnerships and partnering, among State, civil society and the private sector, on the one hand, and coordination of different initiatives, including the Millennium development goals, poverty reduction strategy papers, the United Nations Development Assistance Framework and national human development reports, on the other, is by far the most pronounced challenge for the United Nations system.
